Government established a facility to support children who gather around the “To-yoko” area in Kabukicho. However, inappropriate acts, such as touching the bodies of female users, were carried out in public spaces.

The arrested suspects are Fuugetsu Arai (25), an unemployed man living in Chiba Prefecture, and Ryota Aoki (20), an unemployed man with no fixed address.
According to the Metropolitan Police Department, in July of this year, the two men committed lewd acts in public places, including groping an underage girl's body, at Kimimamo, a counseling facility opened by the Tokyo Metropolitan Government in Kabukicho.

In the “To-yoko” area, middle and high school students who have no place at home or school gather and become involved in sexual crimes. There have also been increasing cases of young people seeking to overdose on over-the-counter drugs being sold these substances. At the facility, empty boxes of drugs believed to have been used for overdosing were found, and inappropriate sexual behavior and comments among users became more noticeable.

Furthermore, the men who made a living from prostituting the girls would make the girls sell their bodies while they were comfortable in the facilities' rooms, and then after the facilities closed, the girls would head off to lodgings arranged by their clients, perpetuating a vicious cycle.

This problem had been pointed out before, but the Tokyo Metropolitan Government had ignored it.
