Scolded for looking through box of seemingly free things

We are clearly in the wrong here, but what are the piles of household items set out on the sidewalk for? My partner and I were scolded in residential Harajuku for looking through a seemingly free pile of cassettes, cups and books. A woman came to her window and basically said “No! Not free! This is a common problem!” We couldn’t explain in Japanese well enough so we just apologized and left. They clearly weren’t for sale either. There were several of these piles neatly stacked outside homes throughout the neighborhood. Would love to know!
