I have just arrived in Shin-Osaka from Tokyo, and when I stepped out of the Shinkansen, I saw 5 people with handcuffs, chained to each other, being watched by 4 other people. Were they prisoners? Is transferring prisoners by train a thing in Japan? I have a photo (with blurred faces), I can post it as a comment to this post.
