What are the connotations of using 県下 instead of simply 県?

Was reading an article on Japanese Wikipedia and came across this:

愛知県下で最初の鉄道である武豊線の開通にあわせ…

Why are they using 愛知県下で here instead of simply 愛知県で? Doing some googling, the version of this phrase without the 下 is also pretty widely used. How does the connotation/feel of the sentence differ with vs. without it?
