Is 3 weeks the perfect lenght for visiting?

I’m planning on going to japan soon in January and its my first time. I really want to see the full picture as a tourist. Full picture means hit up the famous landmarks, shopping and food experience. I will just go there with 5 black tshirts, a pair of pants and a fleece jacket. What are you best tips and tricks for me? Thanks!
