Is the naval base at Kure open for tourists?

Hi, I am a military enthusiast looking at taking a trip to Japan sometime next year. One place that really interests me is the Japanese navy’s base in Kure. Looking around the internet, I noticed many pictures seemingly taken by tourists of the base, and a couple reviews mention a tour. However, I can’t seem to find anything else online about a tour, and was hoping that perhaps somebody here might have some insight. Thanks in advance.
