Losing items on JR Train

Hi, so I am living in Niigata prefecture and I took a trip to Tokyo this long weekend . When I was leaving yesterday I was really hungover and I, like a fool, left a bag on the train in the overhead part. By time I realised after alighting at Tokyo station, I had to run back up the stairs and the doors closed right in front of me. I went and talked to a member of staff at the station who gave me a card with a number and qr code.

Number wouldnt go through so I did the QR code which was a chat bot and I put in the details. Basically some in English, some in Japanese (what I felt capable writing). Ive just got a response saying they couldnt find it, and to maybe request again another time or try the police.

How would I go about contacting the Tokyo police for this? And does anyone know that if its found by thr police or by JR if they can ship it to my address, as it can be pricey for me to travel to Tokyo.
