Just recently moved to Tokyo. There are just so many eateries and department stores, each fully staffed (and in many cases, overstaffed). How are all these workers recruited? Staffing agencies? It seems like a very large segment of Tokyo adults 21-39 work in the service industry.

It seems like every second ad you see is for a recruitment or バイト探し website. A lot of these jobs are filled by dispatch companies.
These types of jobs are alllll over job boards.
