Buying a ikkodate in Category 1 Residential Zone in Shibuya-ku and Airbnb for 180 days


I’m currently in negotiations to buy a small ikkodate in a Category 1 Exclusively Low-Rise Residential Zone (第一種低層住居専用地域) in Shibuya-ku. The area is quite busy and close to a train station. It’s close enough where I can manage the property myself. The main usage will be to offer a place to stay for my somewhat large international family and friends circle, as a second home for myself and to list it on the open market (AirB) when not in use. I understand Shibuya-ku’s regulation is that in general they only allow minpaku (AirBnb) during school holidays with an exception of 180 days, if certain conditions are met https://www.city.shibuya.tokyo.jp/kenko/eisei/kankyo/minpaku.html

“However, if it is recognized that a system can be secured to promptly respond to complaints from residents and town councils in the surrounding areas of the notified housing, and if all of the requirements set forth are met, the implementation of the program will be permitted for up to 180 days in the restricted area, regardless of the time limit.”

I’d like to network with anyone that has been able to successfully get approval for the 180 days. How difficult is it and how long does it take? Will it require some kind of written approval from the neighbors? What if said neighbors are unreachable (there’s an akiya next door). Obviously I can call Shibuya-ku to find out the steps to get approval but wondering if anyone has done this themselves. Did you hire an agency to get the 180 day approval?
