The very minor mystery of the missing hot water temperatures

The hot water control panel in our apartment can be set to the following temperatures:

1. 35
2. 37
3. 38
4. 39
5. 40
6. 41
7. 42
8. 43
9. 44
10. 45
11. 46
12. 47
13. 48
14. 50
15. 60

What happened to 36 and 49? Was there max 15 slots and they had to be cut? And if so, any ideas as to why? 49 I can live without, 36 is a notable omission however.
