Rakuten double charging me?

Hi all,

Was wondering if this has happened to anyone else. A month or so ago I preordered some stuff on Rakuten and using my LINE pay card I paid for it all, the money was taken out of my card and everything seemed fine. yesterday, i got email saying that my card was decline because it couldn't be authenticated and to add a new card. When I tried to put the same card number in again it tried to charge me again for the item and not having enough points on the card it was obviously declined. I emailed them asking about it and they said this was "normal" to try and charge again. Am I missing something here, or am i going to have to add a ton of points to my card to get charged again (and presumably refunded later?)
