There were five of these guys sitting on the sidewalk over a 50meter stretch (all facing the same direction) and they would flick one of the blue things every so often. Can’t really see in the pic but they have 調查员 on their armbands.
At first I thought they were doing some sort of census counting but surely they don’t need this many people in this tiny stretch of street. It’s a relatively busy intersection in Minato but nothing crazy. Any ideas?
