It’s well-documented by police that majority of drivers in Japan do not slow down or stop at pedestrian crossings that have no lights.
Driving is already slow enough in cities with many traffic lights.
So why not borrow traffic calming used successfully in other countries? Specifically, I can think of numerous streets with me where humps in the road to reduce speed, especially leading up to pedestrian crossings without lights, would reduce accidents and fatalities.
So why the lack of cameras, speed reduction humps, etc?
