Anyone know the format a Japanese number needs to be saved in in order to iMessage it? Specifically from a U.S. number? I can iMessage plenty of people from other countries but this one specific number just isn’t working – the number is a 070 XXXX XXXX number so if im not mistaken it should be +81 70 XXXX XXXX right?

That’s correct.
Note there may be some transmission delay as the Japanese telecom companies are required to automatically pixelate the incoming images.
think of imessage as like LINE or whatsapp. SMS on the other hand is associated with your phone service.
