According to other comments, Sony Bank is a great choice. I got rejected by a lot of other banks too, even Sony Bank. In the end, I settled with registering a virtual LINE prepaid VISA card and singed up for the physical Debit Card from WISE
Mizuho, but they are always having system issues.
Mitsui Sumitomo, and MUFG are also nationwide but they tend to only have branches and ATMs in the city areas and few if any in rural areas. MUFG only has one branch in the entire Tohoku Region and it is in Sendai.
Wise can give you a physical card you can reload.
Sony Bank has a fully English, fully online application. Just download the app and you’re good to go.
Most importantly, with Sony Bank, you automatically get an actual debit card upon opening an account.
I’ve found Rakuten Bank to be reliable and easy to use.
I’ve never had problems with signing up for a bank. Just walk into any old bank and apply? Have you tried that? Why are you getting rejected? Do you have a job? What is your visa status?
SMBC PRESTIA isn’t bad. You get a debit card automatically when creating an account. The only issue is that they aren’t accepted for a lot automatic withdrawals for paying things like electricity and gas. Also there’s a monthly fee you have to pay unless keeping a certain minimum balance.
Get rakuten credit card and connect it to your JP Post Bank for auto payment monthly. Smarter than just having debit card because with credit card you get points.
Seven bank lost their English app but the Japanese app has more features. Also the English site works well. Seven bank is really convenient cause 7 is everywhere
LINE Pay can give you a free debit card pretty quickly.
PayPay Bank is fantastic. The cash card doubles as a visa debit card. Its also 3d secure. Best part is you get cash back and free transfers in and out of the PayPay app. Atm network is any convenience store, and withdrawals are a flat 165 yen fee. (Except from JPBank atms) after 2 free withdrawals a month.
App is also great, and its been around a long time. (Used to be Japannet Bank)

MUFG works for me.
