I am buying a bike from a friend since he is going back to his home country.
I would like ask about the process and documents needed to transfer the ownership.
Ive seen that the old registration papers are needed but what if it got lost ?

What did you find out when you googled “Osaka bike transfer”?
Are you talking about a bicycle? If you are, you and your friend should go to a local bicycle shop and your friend should bring the police registration paper that they got when they purchased the bicycle. The local bicycle shop might charge a thousand yen or something, and they’ll re-register it to you.
You asked what might happen if the original papers were lost. Well were they? It’s much simpler if they weren’t. In theory, the police department that’s in the district of the bicycle shop where your friend originally bought the bicycle will have the registration on file for up to 10 years from the date of registration. So maybe you can go to that police station and ask them if they can make a copy or update the registration. Also, local bicycle shops are not supposed to update registration without proof of the original registration, but they might be willing to do so if it’s obvious that the bicycle is old and has no resale value and you don’t look like shady scumbags.
And if nothing else works, the friend can just give you the bike and you can just take it. If the registration can’t be transferred, you probably don’t want to give them any money. But if they’re looking to donate the thing, that might be okay.
In the future, make sure that you keep the bicycle registration paper in the file with your other important documents.
If you’re talking about a motorcycle, that takes a little bit more work, and you should probably ask at your favorite motorcycle shop.
