Power to them. Hokkaido seems to be one of the places in Japan more flexible to social change, not using “tradition” as an excuse to stay the same.

Single foreign residents? I have a friend who’s planning on moving to Japan alone, is this something I should warn him about?
Edit: I don’t know anything about public housing. I’m guessing that’s a key factor here?
