Long story short I had to pay for utilities, but didn’t have the paper on me. I had a photo of the bill on my phone, but apparently the quality was not good enough for LINE Pay / PayPay to recognize it.
Turns out if you got the numbers, you can generate the utility bills barcode yourself. It follows the [GS1-128] (https://www.ainix.co.jp/howto_autoid/trend/10.html) standard. So for instance for electricity bill the process is:
1. Get the numbers under the barcode ( [example](https://jobsinjapan.com/wpdata/wp-content/uploads/2021/06/Photo-4.png) )
2. Input them in a generator like [this one](https://barcode-place.azurewebsites.net/Barcode/gs1-128) without hyphens and whitespaces.
3. Scan the result via LINE Pay / PayPay
Figured somebody might find this useful, it sure beats talking to phone support.
