My husband’s My Number Plastic Card expired years back. We found out when we moved houses and had to go to the city hall to update our address. They got the card and were told to reapply. No further instructions were given.
Do we simply reapply online like those who have never gotten the plastic cards before? Also I read somewhere there’s a fee for those whose cards have expired.

You should ask them at that moment. I moved back to Japan few months ago. When I registered the address, I told them I got my number card last time I lived. They gave me an application form with my personal details. I just needed to go to the photo machine to scan the QR code on the form and take a photo. On the day I got the card, I needed to pay ¥1000 (iirc).
