Not that I know of, but maybe you could use the [Dictionary of Japanese Grammar decks](https://ankiweb.net/shared/byauthor/1293519150) and just unsuspend cards as you come across them. They have the grammar points and definitions listed in separate fields, so you can easily convert them to the format you need with a bit of Anki know-how.
Otherwise, [bunpro](https://bunpro.jp/) may be an option. It has the option to follow Tobira order.
Someone recently made a tobira deck with a lot of notes….IDK if this has what you want but you could take a look
