Are there any consequences if I don’t go to city hall to tell them I’m moving out of Japan?

I’m a student with zero income.

I don’t pay pension.

I paid for 9 months in advance for health insurance (I actually want a refund for this if possible)

I don’t have any bills to owe, I think? Do students have to pay residential tax?

  1. If you ever come back to Japan they’ll come after you for missing Health Insurance payments, which is a pain to resolve. Speaking from personal experience after my paper work at city hall wasn’t done correctly.

  3. Why wouldn’t you tell them? The fact that you’re premeditated not telling them, makes it painfully obvious that you’ve got something to hide.
