Myself and my wife and three cats plan to move to Japan in about a year and a half. We take our cats health extremely seriously. We would want to live somewhat close to a 24 hour emergency vet if possible. We originally wanted to live in Osaka. However finding 24 hour vets seems to be impossible on google other than a few maybes. Does anyone know in Japan if Osaka or Sapporo have any 24 hour emergency vet locations? Also is the quality of veterinary care in Tokyo the best there is in Japan? Thank you for your time.

Finding 24-hour *anything* (except konbinis) in Japan is frequently impossible. With something like a vet you’re more likely to find a location with “normal” hours that will give you a contact number for emergencies.
Bear in mind that “emergencies” means *actual emergencies*, not “Jenkins McFluffypaws has a cough”.

No. Why would it be? There are good vets all over the country.

How are you planning to find housing with 3 cats? Finding a place to rent in Japan as a foreigner is tough. Finding a place as a foreigner with a *single* cat is very hard. Finding a place as a foreigner with *three* cats is going to be borderline impossible.
When you’re looking at apartments, generally “pet friendly” means ***one*** pet. Frequently it means one *dog*. Landlords will *sometimes* flex to two dogs. But with cats… That’s going to be almost impossible to find something.
I did a quick google search for “動物病院 24時間” and got a bunch of hits for resources here in Chiba.
Adding Osaka to that search got me this: https://www.ipet1.com/kinki/ and clicking around got me this: https://www.ipet1.com/night/
I would not expect any of these emergency services to provide support in English though.
