For people coming from abroad for mid/short term (1 year or less), what are the good options for phone plans? ie. No set contract period and SIM can be used on foreign phones?

Pretty much every MVNO is pay as you go without a contract (or a short one of 3-6 months). If your phone is unlocked, then any domestic SIM will work, assuming your device is recent enough to properly support VoLTE and at least some of the LTE bands needed for whichever carrier you choose.
