Japanese boyfriend has taken videos of foreign girls, is this normal?

It has come to my attention that my boyfriend has videos of unsuspecting foreign girls (on the trains etc) on his phone.
Is this normal behaviour? Should I just ignore it? I’m kind of shocked at the moment and I don’t really know where to get advice for this situation.
