Is there any legal right to hot water in government housing that was built to have hot water?

I know a single mom that recently won one of those “lotteries” for low income government housing.

Her and her kids moved into the 3ldk which is really nice, but the building has an exclusive contract for hot water heaters (給湯器) and because of corona or Russia/Ukraine or whatever random bullshit the waiting time to get a hot water heater is over a year. So the bathroom just has a cold tap on the wall and the actual tub hasn’t been put in either.

So every day she has to find a place to give her and her kids a bath outside of the house. Either a sento or a relative’s house.

This seems kind of ridiculous when there are other options, like used machines, other companies, electric water heaters etc.

Especially since this is government housing it seems like they would have some kind of minimum standards.

She’s just accepted it, but I was wondering if there’s any way to escalate this with the local government. Thanks.

    If she’s trying to buy one personally, there’s a 3-4 month wait, but a building owner can get them still, most have stock for a few months or can take them from other rooms.

    If a water heater wasn’t installed, that seems off to me. Usually the building owner will ask the tenant to keep receipts of sentos and reimburse them later.
