Can I report a US citizen living in Japan if they’re an offending pedophile?

    just go down the list if you get ignored. you know, local police, national police, us embassy/fbi, etc

    Then tip, if there is, a DOJ rep at the US Embassy of the report.

    Below is an excerpt from the DOJ about how they prosecute overseas offending US citizens accused of such vile acts. (Page 37, point 3)

    Since the enactment of the Prosecutorial Remedies and Other Tools to end the **Exploitation of Children Today (PROTECT) Act of 2003**, prosecutors are no longer required toprove that the offender traveled to a foreign country with the intent of having sex with a minor. Prosecutors only need to show that the offender in fact traveled to a foreign country and engaged in sexual conduct with a minor.
