I moved to Japan, Itabashi in Tokyo, about 6 weeks ago. After the first couple weeks of being here I went to the city hall to register my residency, as I am on a working holiday visa for one year.
When doing this I was sent to the National health insurance area and was signed up and given an health insurance card. I was told that I need to pay a monthly bill at the konbini.
However, I have still not received a bill for this last month and I’m getting worried that I’m going to be charged extra or removed. I have received a ‘missed delivery’ letter on the 22nd of September from JP post, saying I was absent. But I don’t know if that specific delivery was the bill. Not sure why they wouldn’t put it through the letterbox if it’s just a letter. For some reason they have sent this delivery back to sender and are not trying to deliver it again. Could this be the health insurance bill?
Not too sure what to do here, anyone got any ideas?
Also my Japanese is very very basic, so I am barely able to have conversations, I just get by with simple phrases.

Some mail that requires them to confirm it’s delivered to the right person must be handed to you in person. The missed delivery slip should have had information about how to request a redelivery. It’s possible that it was sent back to the sender because you never requested redelivery. You should go back to the health insurance desk and ask about it.
