Japanese Road Maintenance question

For some context, I work in a field is the US that deals with Asphalt manufacturing and maintenance (such as sealcoat, crack filler, tac, and various other products). I’m interested in common practices by either the Japanese MLIT (Ministry of Land, Infrastructure, Transport, and Tourism) for the upkeep and development of roads.

Does the MLIT have their own divisions that specifically handle this work, or do they have contractors and manufacturers bid on jobs like in some US states? Is there an industry for sealcoat manufacturing?
