The expensive option is Craive New York, in the Shinsaibashi area. They can speak English and are used to working with western hair, but it’s not cheap.
I think the best places to go are foreigner owned barber shops… my brother goes to a Brazilian owned one and he gets to ask for his hair the way he wants to and mostly they speak in english. Unfortunately i live in a different area as you, but you can mostly find them on instagram(i think)
I’ve had great luck at Otokoryu. They can do skinfades for an extra 1000 yen
Barber John Wayne has English-speaking staff and does great haircuts. They have experience cutting Caucasian hair. It’s located in Higashishisaibashi. They are sometimes busy so you might want to call ahead and make an appointment.
