Tips for attending Halloween parties?

My Japanese is still quite bad, so I would prefer to go to foreigner oriented ones.

Any recommendations or know where to look? Tokyo area, live near Ikebukuro, but Im willing to go quite far as long as its in Tokyo. Prefer parties with English speakers
