I will be renting a car for a day to travel out of Kyoto into the hills north of the city (Sakyo ward). I understand that the etc card is a cashless payment for tolls, but as I’m not going out onto the highways I’m assuming I don’t need to rent the card?

That’s right. You only need the ETC card if you’re going onto the expressways.
You can pay the tolls with cash I think.
