Can’t tell the difference between に応じて and に応じた

The formation is

> 名詞に接続します。また、名詞を修飾する場合は「～に応じた」という形をとります。

>  **N**  ＋ **に応じた + N**

My question is, both 税率 and 手当 seem like noun to me, why the latter one uses **に応じた?**
