The text on my local JLPT says “The application process is open between 19 August and 10 October. Applications submitted before then will not be accepted.” 10th October is tomorrow and I wish to know if I can still sign up by then.
I´m asking because it says the money needs to be in their account before the sign-up period ends, and I can´t transfer anything before tomorrow.

Usually those statements are inclusive, I think, so yes it should be oen on the 10th as well, but each region handles things differently and there’s really no way of us knowing for sure.
