Making friends as a student without joining clubs

I’m an exchange student in Tokyo and I was really excited to join some clubs at my my university, but the ones held in English either don’t work with my schedule or aren’t really appealing to my interests. I’ve heard that’s one of the best ways to meet people here, and I’m not really sure what other options there might be, so I’m wondering if anyone has advice, especially if they’ve been in this situation.
