   Does anyone happen to know which law describes the minutia of how folks here run for office?

   The constitution doesn’t appear to say anything specifically about where potential Old Boys must reside.

5. FYI- ガーシー’s history is something like this. He was heavily involved in the Japanese entertainment industry as a point-person or hookup guy. Running errands, arranging meetings, for celebrities. After being exposed for hand selling non-existant backstage passes for millions of yen to fans, loosing his celebrity friends, & being wanted, He fled Japan. He began posting videos about all the industry secrets he witnessed about hundreds of Japanese Musicians, Actors, Industry names, and adult video stars. This blew his channel up to the point that others contact him to release salacious gossip the Japanese media won’t touch. He cannot return to Japan as might be arrested or very likely assasinated by organized crime. He is actually a piece of crap. I don’t understand the in’s and out’s but in japan there isn’t a law stating wanted people cannot run for office, so him and his voters are trolling. (Some details may be wrong but this is my understanding)
