Does Goto Discount Apply if I Bring a Friend from Overseas?

So I (Japan resident) will be going on a trip with two friends (one a Japan resident, one visitor from overseas) next month, and I’m lucky enough to snatch the goto discount coupons on Rakuten for us.
My question is, how will the Goto discount be applied in our case?

A) Goto only applies to me and my friend who is a resident, my friend from abroad needs to pay extra at check in.

B) All of us lose the discount and will have to pay back full price at checkin.

Can someone who has experience in this let me know the most likely outcome?

  1. This is technically a scam, but I would just rent the room and only list two people (but rent a room with three beds or whatever amount is needed) and have your visitor friend just wait outside till check in and discreetly bring them in later.

    If you say you’re bringing three people on the GoToTravel discount their gonna ask for residency and vaccine proof for all three people and most likely deny you your reservation or steep upcharge.

    I don’t think theirs any way you can rent a room using GoToTravel with a mix of vaxxed resident/unvaxxed residents/foreigners. So you either gotta lie or book all your hotels at the regular rate.

  2. In those hotels were you pay per room, your ineligible overseas friend should book their own separate room so you get the discount. They won’t mix it.
