Japan legal question about inheritance liability

What happens to property (real estate) in Japan if all the heirs reject/decline inheritance?

There is this law that mentions the local municipalities will charge the owners for clean up of abandoned/dangerous properties, but if the owner passes away and none of the heirs wants to inherit, who does the government go after? https://www.shugiin.go.jp/internet/itdb_gian.nsf/html/gian/honbun/houan/g18701011.htm

If all heirs decline inheritance, does the government become the owner of the land/house and therefore responsible for the cleanup?

    Theoretically yes. In actuality the government will entrust the responsibility to the local municipality.
