Is it normal for doing noisy construction on weekends?

I’m living in Sendai, and there’s some building being built in front of my apartment, and it’s being constructed all day long, almost every single day, including Saturday and Sunday from like 8am.

I respect their hardworking and dedication, but in my country, it’d be very rude and almost illegal to be generating so much noise in such times.

Is this normal everywhere in Japan? Because it’s surprising to me, that Japanese people, who are well known of mannerism and making minimal noises in public, are doing this kind of thing.

  1. Yep. Happened to me in Tokyo. About a metre from my bed. Every day from 8AM. During the period of the pandemic when we weren’t supposed to go outside. The people who now live in that house gave *me* a noise complaint last month. This is Japan.

  2. Yep. We’ve had noisy construction almost everyday for a couple months now. They’re putting in new sewer pipes under the road.

    Did you not get a notice of construction and an apology towel in your post box?

  3. Normal. They would have a permit indicating their time of operation and noise limit.

    From a constructor’s perspective there would be no way to appease everybody without jeopardizing project timelines or prolonging the noise.

    In regards to mannerism, sure it’s about being being concerned about how you’re perceived by others but that applies to everyone. People might not like the noise but they’re also thinking “How would I be perceived if I go out there to complain and halt their work?”

  4. That often happens when projects start to get behind schedule, which they often do because they tend to use smaller crews for construction projects than in other developed countries. I’ve seen construction projects that end up going 24 hours using halogen lights at night until they’re completed in order to avoid missing the deadline.
