Hi! If I go to a department store or a makeup store, will they have people who can match the right foundation to my skin tone? And will they have the right colors for someone with pretty light-leaning Caucasian skin?
I don’t have confidence in being able to match it myself, and so having an expert select it for me would be ideal. I’d really prefer not to have to try to import from overseas.

go to shibuya or ginza. Department stores will probably have what you’re looking for.
But remember this motto: You won’t love it, but you’ll like it.
Any larger department store usually has a whole floor/area set aside with kiosks filled with heavily made-up women in flight attendant attire for every brand under the sun. If you have a brand you like just go up and ask. They’re all trained in application and finding colors to match your face.

In my experience, MAC store staff and department store cosme counter staff are extremely kind and helpful with matching your shade, but for me they generally don’t carry the shade I need. However, I’m pale and pink/cool toned, basically very far from the average demographic shopping there haha.
To give a few examples, Estée Lauder don’t have my shade in store but I was able to look at their colour chart and then order a good shade online (their shade range is still smaller than the US, they don’t sell the very lightest shades here). Shiseido on the other hand didn’t have my shade in store and also didn’t have a shade for me online despite the US having loads of shades in that particular Shiseido foundation 🙁
NARS seem quite good with their shade range though! And I think MAC have the widest shade range in Japan, I guess because they have their individual stores. You can always get matched in MAC and then Google to find your shade in other brands products based on your MAC shade.
Generally though, I’d say if you’re yellow/warm toned you’ll have a much, much better time getting matched than if you’re cool/pink toned!
