My Sensei said that you say the past tense form when someone has just completed something specifically for your benefit, like they cooked you a meal, did you a favor, or checked you out at a store. Present tense is for expressing gratitude for an ongoing or future action, or when you are a common beneficiary along with others, like thanking the teacher after class, thanking your colleague for committing to do something later, or thanking the hostess at a restaurant.
