I see that there is usually a soba festival in Togakushi on Oct 31/Nov 1, I checked out their website [https://sobamatsuri.com/53thsobamatsuri/](https://sobamatsuri.com/53thsobamatsuri/) but I am having a bit of trouble finding definitive information on it.
Google translate seems to think that the dates are for 2020 instead of 2022. Is this just a translation issue?
I’m also having trouble figuring out the full procedure for the festival. It looks like the ceremony starts at 9am at the togakushi shrine, and then they start selling soba at 12:30? I’m not exactly sure where to go though – I see there are specific stores participating, is this all at the shrine, or do I go to the stores separately?
If anybody could help with understanding the website, or has experience going to this festival, I would greatly appreciate it 🙂 Thank you!
Edit: I think I have a good answer thanks to gdore15, next question would be if anyone has recommendation for which store(s) to try getting a reservation at 🙂

令和4年 is reiwa 4. Reiwa 1 was 2019, so we 2022 is reiwa 4.
Google translate does not understand it.

Seems that 31, there is a ceremony at 16:30, 1st ceremony at 9:00 at the shrine
Around 12:30 you can get the special soba at the participating stores, the list of the stores is below, just under the picture. As they have phone number for reservation, it might mean that you have to reserve your spot, especially considering the limited number of meal available. Or book at one of the ryokan and ask them to reserve the soba lunch too.
