All they need to do is acquire a list of every pensioner who is claiming a pension, and visit each address to confirm that they are still among the living.
Eventually, they’ll discover which family has been continuing to draw grandpa’s pension long after grandpa discontinued drawing breath.
That’s got to be more satisfying than loitering outside of arbitrary railway stations, in the hope of catching a violent visa overstayer by randomly profiling everyone racially. Let the slackers in immigration handle that boring stuff.
