The maximum period of alien welfare in the US is 5 years.
After that period, those who cannot stand on their own will be forced to stop.
In Germany, only foreigners who have paid taxes for 17 years (but all assets are disposed of, a place to live is designated, and furniture and clothing are used).
Being anti-foreigner does seem to be the national policy though.
