Twitter is probably the best place in general. For people your age, you also may try Tiktok or YouTube. Looking up popular hashtags for your hobbies in Japanese may be a good start.
And I hate to be that guy, but it goes without saying that you need to careful as a 13 year old talking to strangers on the internet. In English or Japanese there are a lot of weirdos. Do not give away ANY personal information, especially where you live, etc. Be safe and have fun.
Honestly, you may have some luck going through your school and trying to get a penpal exchange set up. Maybe there are some Japanese people in your community who can help coordinate something with a Japanese school.
Just a thought.
