I was just reading a cropped raw chapter from My Hero Academia and I noticed that the inner dialogue for Spinner was written as:
”アイつは全てを持ッテいル
生きルモ目的モー
力も俺に無イモノ”

So instead of your typical hiragana, there are a lot of seemingly arbitrary (from a casual reader’s perspective) katakana written in place. Is this a personality inflection or is there a linguistic purpose behind assigning katakana in place of hiragana within Japanese literature?

Not linguistic. Everything to do with the character’s personality/persona. It indicates a unique or strange way of speech. Basically, an accent at the end of all their statements.
