I understand when all service to a country is suspended due to restrictions imposed by the receiving country, but when it comes to sending packages, it seems only the expensive options are allowed and only the cheap options have been suspended.
I tried to find info on this but there aren’t any clear explanations. Does anyone have any ideas or can anyone find any sources about this?

Maybe this have something to do with the EAD(Electronic Advance Data) which was recently implemented?
I’m sure there is a legitimate, legal reason with some rational explanation, but it won’t shake my suspicion of underlying pandemic profiteering.
Even though governments and organizations may purport to have good reasons for measures they take that are disproportionately costly for those with limited resources, I doubt the sincerity of capitalism.
The system is designed to turn everything, even a world-wide dilemma, into an opportunity to exploit for profit and it works more often than it does not, usually by curtailing the rights, privileges, and freedoms of the poor with costs irrelevant to the wealthy.
Lack of flights. Small pack and EMS license/Contract private airlines flights for cargo space. Less tourist flights means no cargo space. As Japan opens up more to tourists normal JP Post methods should open back up.

From my understanding as an ex international airline employee, the regular mail and small packages for international are sent via passenger flights, and for EMS or other goods contains dangerous goods (such as battery) with higher shipping fee will go with the cargo flights.
Passenger flights are most likely cheaper because the cost for the flight is already covered by the passenger’s ticket, mail and small package won’t take up much spaces and can just loaded in bulk compartment.
Cargo flights need a set of space which requires a container or pallet to load, with that the whole space is taken regardless if fully loaded or not, the cost will reflect on consumer end.
As the current world pandemic situation the passenger flights are limited and unstable, that is why the cheaper shipping options are not available at the moment.
For JP Post EMS, the original price was starting at 2,000 yen for 500g or below, they did suspend EMS and all package going to US for a long time and reinstated last year June to 2,400 yen minimum charge.
I couldn’t find anything clear on it, but trump tried to suspend int’l small packet shipping, on the grounds of unfair advantage–that chinese shippers could get packages to US customers cheaper than a US biz could ship the same thing domestically (and that the postal system (govt) was subsidizing that advantage).
