I can’t use the internet. If I’m lucky I can get a few charts printed out for myself.
but at this point I think I just need to look up a chart before hand and write it down on my own and practice from my hand drawn sheets?
does anyone recommend against this? Maybe I might learn a character in the wrong stoke order or might just make bad habits or learn things entirely wrong?

Printing out a chart is fine. You can find ones that include stroke order.
If you’re going to have no internet access for an extended period of time, it sounds like you’re in a more or less ideal situation for using a physical copy of Remembering the Kanji, too.
Do you have a library nearby that might have some books on learning Japanese? You could print some of the pages if you’re able, usually a few isn’t going to break copyright rules.
Is it just my imagination, or have you been making a string of posts about learning kana and they keep getting removed?
Tofugu.com has a file for both that you can download it has tricks to help you remember each character and the stroke order. It also has dakuten and han-dakuten. I finished it yesterday and did their hiragana booklet yesterday and did their hiragana quiz got 80 out of 107 wich I thought was not bad for a week of learning.
