Planning to work or apply for scholarship

I will be graduating in December and I’ve always wanted to live in Japan. I majored in Food technology with a GPA of 3.7 and have passed JLPT N3 in 2018. I’ve searched for job applications that matched my backgrounds but no luck yet (most of the jobs are IT related). I come from Indonesia so I can’t really afford to live there without any job or scholarship. What should I do?
1. Should I apply for MEXT or other scholarships and hope that I got accepted? Do I even have a high chance?
2. Work a few years here while learning more Japanese and then go to Japan
3. Learn coding (lol) and more Japanese for a year
4. Other
