So I have this kinda heavy costume that’s hard to breathe through that I would like to wear to the parade, but don’t want to walk all the way there in that thing or take a train (I don’t think people like it either), so I am wondering if it is possible to find a place to dress up near Shibuya? A restroom might not have enough space for me to get into the costume. (it’s not a fursuit if you ever wonder)

That depends: which facilities do you use?
Because some department stores have women’s changing rooms.
I dunno about for men though.

They used to have temporarily changing rooms i think, bit they aren’t setting them up this year in an attempt to dissuade some people from going and reduce the chaos that will no doubt ensue anyway.
