I share the same balcony with all my floor neighbours, but between me and the one on my right there is only a thin panel to divide the area.
The problem started literally the day I moved in, and I noticed the horrible loud sound of the external part of his aircon, that is on the balcony, coming inside my one room apartment even if I closed the balcony.
I complained immediatly to the managment, and after repairing it, it seemed ok, but after few months the nucler power plant sound came back in waves.
I contacted again the managment but they more or less couldn’t believe the same problem happening again, and even if I sent them few videos, they wanted to come and check if the sound in my apartment was from the neighbour for real or not.
When they come, the neighbour aircon didn’t produce the sound, so they really doubted me, and asked me to write down everytime the time and make videos if it was going to happen again.
For few months I was not in my apartment so I didn’t care, but now that winter is coming, every night this week my neighbour started to use it until later midnight and everytime the sound is impossible to sustain and I cant sleep. I am making a log and videos and I am going to contact the management today, but there are other steps I can take to try to have this solved?

Not sure about what steps to take, but it could be as simple as they have placed something on top of or against the compressor which is vibrating thus causing the noise. Maybe you can sneak a peek next time it’s noisy?
Are you sure it’s not their launch model PS4? Mine sounds like a goddam jet engine.
Talk to them, politely.
Edit: oh there’s a management company, so keep pestering them until they are tired of duct-taping the thing and replace it.
